What we have over our pond is special netting. I got it from Ebay ( http://cgi.ebay.co.uk/QUALITY-CHILD-SAFETY-NETTING-FOR-YOUR-PONDS-PCX002_W0QQitemZ7719988724QQcategoryZ109070QQrdZ1QQcmdZViewItem this stuff but not that seller and I didn't use hooks, just tent pegs) but its actually like the stuff you have for luggage nets in the backs of cars! I pegged it down with tent pegs and its strong enough that DS2 (4.5) can walk across without it touching the water. Its very stretchy and it pees the dog right off because the frogs all sit there taunting him and he can't reach them! Can recommend it anyway for a short term solution.
The digging sounds like fun. If we ever manage to get a piece of earth that stays stinging nettle free for more than 5 minutes I bet my lot would like the smashing and digging part ;-)
